In 1980-1984 worked at electric power plants, and from 1984 to 1990 in Svetlahorsk city committee of the Communist Party of Belarus. In 1990-1993 was deputy chairman of Svetlahorsk City Council, and from 1993 to 1998 was deputy chairman of the Svetlahorsk District Executive Committee.
The next four years led the committee of economy and market relations at the Homel Region Executive Committee. In 2001, was chairman of the Mazyr District Executive Committee, and in 2001-2004 Deputy Chairman of the Homel Region Executive Committee.
In 2004-2006 was an assistant to the President, from 2006 to 2009 Minister of Labour and Social Protection, in 2009-2010 worked as Deputy Prime Minister, and from 2011 to 2012 as Deputy Chairman of the Council of the Republic.
